A quadratic function in general terms is f(x)=ax^2+bx+c where a, b and c are real. When x=0, f(x)=c and c is defined as the y intercept. If c=0 then the y intercept is zero, so graphically the quadratic curve passes through zero. Therefore, there is always a y intercept, if y=0 is regarded as an intercept. So the statement is false.
