Let initial cost be c rupees/kg. In the first year this cost rises to 1.25c and in the second year to 1.25*1.1c=1.375c=22 rupees/kg. Therefore c=22/1.375=16 rupees/kg. (Quick check: 25% increase on 16 is 16+4=20; 10% increase on 20 is 20+2=22.)
