Atmospheric pressure decreases by about 0.17psi for every 100m. So if 14.7psi is sea-level atmospheric pressure, then drop in pressure is 14.70-12.23=2.47psi. 2.47/0.17*100=1453m. The city has an altitude of about 1453m or 1.45km (4,767 feet approx).
