The question is asking for:  (1 * 10^-4) / (2 * 10^-8)

1/2 = 0.5

10^-4 / 10^-8 = . . .

x^a / x^b = x^(a-b)

10^-4 / 10^-8 = 10^(-4 - -8) = 10^(-4 + 8) = 10^4

0.5 * 10^4

0.5 * 10000
