my inequality is -4y > 3x+2 when i divide out the -4 at the end half of the problem to solve for y do i divide it from all terms

You are required to maintain the relation of the left side
to the right side; also you have to keep in mind that 
dividing or multiplying an inequality by a negative quantity
reverses the order of the inequality.
So dividing by -4 causes three changes:
1st: the sign of the left side changes
2nd: the sign of the right side changes
3rd: the order of the inequality changes
----
So you get:
y< -[(3x+2)/4]
Then y < -[(3/4)x+(1/2)]
