First you need to find the slopes of each line.  Solve for y.

2x + 5y = -8

5y = -2x - 8

y = -2/5x - 8/5  Slope is -2/5

6 + 2x = 5y

5y = 2x + 6

y = 2/5x +6/5  slope is 2/5

to be parrellel the slope must be the same, not parellel.

to be perpendicular the slope must be the negative reciprical.  (flip top and bottom and change sign)

not perpendicular.

So the lines are neither.
