First divide dividend and divisor by 4:

(7b³+5b²+7b+9.5)÷(b+1).

Use synthetic division:

-1 | 7  5 7   9.5

      7 -7 2   -9

      7 -2 9 | 0.5: 7b²-2b+9 remainder ½.

If the constant had been 36 instead of 38 there would have been no remainder.
