Halve the first equation: 9x+2y=-2 and add to the second equation -9x+8y=-8:

10y=-10, y=-1.

Substitute for y in either equation: -9x+8y=-9x-8=-8, -9x=0, x=0.

Solution: x=0, y=-1.
