You cannot "construct"  a triangle with a length given since in a true construction you can only use straightedge (not ruler) and compass.  You could do this if you could copy the length of the base.  "Construction" in geometry has a Euclidean meaning and terms in math, of all disciplines, should not be used loosely.  Why not use the term "draw" or equivalent?   Thanks
