The vertical shift is 1, because when the tangent is zero, the function is 1; the horizontal shift is given by the tangent argument=0, so 4x-(pi)=0 and x=(pi)/4. The period of the tangent is 2(pi), so f(x+p)-f(x)=2(pi); 4x+4p-(pi)-(4x-(pi))=2(pi), where p is the period. So 4p=2(pi) and the period p=(pi)/2.
