let W and L is the width and the length of the garden we have; W=L/3 and 2(W+L)=40 -->>>  W+L=20

-->>  L/3+L=20  -->>>  4L/3=20  -->>  4L=60  -->>>  L=60/4 = 15  so length=15 feet

because W=L/3 then W=15/3=5  so width = 5 feet
